Abstract:This paper analyzes local government discretion and accountability in Ethiopia in the political, administrative, and fiscal domains. It is based on literature review and interviews of local governments and community members in four regions (Amhara, Oromiya, Tigray and Afar), nine woredas and eighteen kebeles.
